When we began our stewardship of District 9, we started not with assumptions, but with listening. Over several weeks, we visited all 78 towns and villages, meeting elders, youth, women, teachers, farmers, bike riders, and community groups. What we discovered was not despair, but untapped opportunity. In the face of limited infrastructure and historic neglect, our people have remained resilient — farming, teaching, building, and dreaming of a better future.
From these conversations, a unified vision emerged: a District 9 where every citizen experiences a better life through quality education, quality healthcare, adequate infrastructure, and real investments in agriculture and empowerment programs.
